The 21 year old was on loan with Vale last season from Birmingham City and is now looking forward to a permanent move.
Howland said: "Vale are a good club. The gaffer is doing a good job and things are looking positive for next year.
"I think the gaffer has already brought in four or five players for next season and all of them seem to be young players full of enthusiasm.
"I'm sure he will put the right blend together for next season."
